Normal commercial imports use the DUA import declaration and a licensed customs broker, who is a required part of the process rather than an optional convenience, so budget for one. Certain controlled products need non automatic import licences or other regulatory authorisation, arranged before the goods ship. The rule that decides most personal shipments is the vehicle one: ordinary import of used vehicles remains subject to Uruguay’s prohibition regime. The exception is narrow and specific. Uruguayans returning after at least two years abroad can bring household furniture, work tools and one personally owned motor vehicle under the return regime, and that vehicle normally must have been acquired at least a year before returning.
