Shipping from Dubai
to Romania.

We ship from Dubai and from anywhere in the UAE to Romania by sea and by air. Constanta on the Black Sea is one of the quickest European arrivals we run, which surprises people who assume eastern Europe means a long journey. We ship business and personal cargo, handle the EU paperwork, and deliver to your address.

Overview

Sea and air freight
to Romania.

Shipping from Dubai to Romania takes about 12 to 30 days by sea, and 2 to 7 days by air. Current schedules have shown Jebel Ali to Constanta at around 12 days and 12 hours port to port, which makes it one of the quickest European gateways on our network, and roughly 18 days once inland delivery to Bucharest is counted. Constanta is Romania’s main container gateway and serves the capital and national distribution. Galati on the Danube handles bulk, industrial and selected general cargo. Air cargo flies into Henri Coanda at Bucharest, or Cluj for Transylvania. We deliver everywhere, including Bucharest, Cluj-Napoca, Iasi, Constanta, Timisoara, Brasov, Craiova, Galati, Oradea, Ploiesti and Sibiu. Navo Shipping handles the sea freight, air freight and customs clearance on the Dubai to Romania route, door to door. Tell us what you are sending and where it is going, and we will tell you which way is cheaper.

Ports and gateways

Sea ports and airports
we ship to from Dubai.

Every bill of lading carries two ports: where the cargo loads, and where it discharges. We load at Jebel Ali or another UAE port. Sea cargo to Romania discharges at Port of Constanta, the only sea port in the country, so there is no discharge port to choose. What is worth choosing is the mode, and where the cargo clears.

We collect anywhere in the UAE, free zones included, and load at whichever of these eight suits the cargo.

The right one is whichever leaves the shortest inland leg to your delivery address. On a long lane that leg is a shipment in its own right, so it is planned rather than assumed.

How cargo reaches Port of Constanta Shipping from Dubai to Constanta is one of the quickest ways into Europe on our network. Current schedules have shown around 12 days and 12 hours port to port from Jebel Ali, because a ship coming through Suez turns into the Black Sea rather than running the length of the Mediterranean. It is Romania’s main container gateway and serves the whole country. Sea freight is priced per container on a full load and per cubic metre on a shared one. Constanta is also the gateway we use for Ukrainian cargo when the direct route is not available. Get a rate for Port of Constanta

How cargo reaches Port of Galati Shipping from Dubai to Galati discharges at Constanta, then moves under customs transit by road, rail or Danube barge upriver. It serves eastern Romania and the steel industry, and takes river craft rather than sea vessels. Times vary from ship to ship, so we confirm the days when we quote. Clearing at Constanta and trucking on is the alternative. The quote separates ocean freight, port handling, transit documents, the river or road leg, customs, import VAT and delivery. How cargo reaches Henri Coanda International Airport Air freight from Dubai to Henri Coanda can use accepted belly or freighter capacity, with the routing confirmed live, subject to commodity, space, screening and local cargo handling approval. It is Romania's main air cargo gateway and serves Bucharest and the south. Times vary from flight to flight, so we confirm the days when we quote. Cluj is the alternative for Transylvania. Before you ship

Import rules
for Romania.

Romania runs on the two EU rules and we handle both. Whoever imports needs an EORI number, which is free and quick to obtain but required before any customs operation. And a safety filing called an Entry Summary Declaration has to reach EU customs before the goods arrive in Europe, under the system known as ICS2. The carrier files it and we supply the data. On this lane that deadline comes round faster than on most: the sailing into Constanta can be around twelve days, so a filing you might expect to sort out in the third week is already due. We treat it as part of the booking rather than something to chase later. Regulated goods need their own approval, and preferential duty needs proof of origin. Tell us the product and the HS code and we will confirm what applies.

Documentation

Documents you need
for Romania.

These 11 cover most shipments to Romania. The exact list depends on the commodity and its HS code, so send us both and we confirm what applies before the cargo is booked.

  • 01Invoice showing what you paid for the goods
  • 02Packing list showing what is inside
  • 03Certificate of origin showing where the goods were made
  • 04Bill of lading or air waybill, which is the shipping ticket
  • 05Dubai export paper, which we do for you
  • 06EORI number of the importer in Romania
  • 07EU customs import declaration
  • 08ICS2 Entry Summary Declaration data, filed before arrival
  • 09Import licence, where the commodity is controlled
  • 10Sanitary, veterinary, plant health or conformity document, where required
  • 11Proof of origin, where you are claiming preferential duty

Get the paperwork right in Dubai and clearance at destination is routine. Fixing a document after arrival is slow, and storage accrues the whole time it takes.

Questions

Cargo to Romania
questions, answered.

The 15 we are asked most on the Dubai to Romania route. If yours is not here, send it with the commodity and we will answer it directly.

How long does shipping from Dubai to Romania take?

Sea freight to Romania can be about 12 days and 12 hours port to port into Constanta on current schedules, and around 18 days door to door to Bucharest. Air freight to Romania takes 2 to 7 days. Services that transhipment take considerably longer, so the rotation matters. We give you a date in writing when we quote.

Why is Romania so much quicker than northern Europe?

Because of where the Black Sea sits. A ship coming through the Suez Canal turns into the Black Sea rather than sailing the length of the Mediterranean and round into the Baltic or the North Sea. Constanta at about twelve and a half days beats Gdansk by more than a week and the Nordic ports by several weeks.

How much does shipping from Dubai to Romania cost?

It depends on what you send, how big it is, and where in Romania it is going. We do not publish prices because every shipment is different. Sea freight to Romania is priced per container when you fill one, and per cubic metre when you share one. Air freight to Romania is priced on weight or size, whichever is greater. Send us the details and we send you a price in writing, usually the same day.

Which cities in Romania do you deliver to?

All of them. Bucharest, Cluj-Napoca, Iasi, Constanta, Timisoara, Brasov, Craiova, Galati, Oradea, Ploiesti, Braila, Arad, Pitesti, Sibiu, Bacau and Targu Mures. Just give us the address and we bring it to the door.

Which ports in Romania do you ship to?

Constanta is the main container gateway and serves Bucharest and the whole country. Galati on the Danube handles bulk, industrial and selected general cargo. For air cargo we fly into Henri Coanda at Bucharest, or Cluj for Transylvania.

Should I fly into Bucharest or Cluj?

Bucharest for the south and the east. Cluj if the delivery is in Transylvania or the north west, because it avoids the domestic leg across the Carpathians, which is not a quick drive. Tell us the delivery town and we will pick.

What is an EORI number?

It is a free trading number used across the European Union. Whoever imports the goods needs one and no customs operation happens without it. It is quick to get online, and we check it before we load.

What is ICS2, and why do you file it early on this lane?

It is the EU safety and security system, and the Entry Summary Declaration has to reach EU customs before your goods arrive. On most lanes there is plenty of time. Here the sailing can be about twelve days, so the deadline comes round fast. We treat the filing as part of the booking rather than something to chase in week three.

Do you deliver door to door?

Yes. We handle freight forwarding to Romania door to door. We collect the goods in Dubai, move them, clear them through customs, and bring them to your address. You deal with one company for the whole journey.

Can I send a small shipment, or do I need a full container?

You can send as little as one box or one pallet. We put small shipments from different customers into one shared container. This is called LCL, or less than container load. Your goods load at Jebel Ali and come into Constanta. When you have more goods, you move up to your own full container, which is called FCL. We will tell you which one is cheaper.

Can you ship a car from Dubai to Romania?

Yes. We do car shipping to Romania, and used cars can be imported from outside the EU subject to customs, tax, technical conformity and Romanian registration. We could not confirm any blanket maximum age. Send us the make, model, year and chassis number and we will check before you buy.

Do you handle customs clearance in Romania?

Yes, at both ends. We handle customs clearance in Dubai and customs clearance in Romania. You do not need to find your own clearing agent.

Can you collect the goods from my supplier in Dubai?

Yes. We collect anywhere in Dubai, Sharjah, Abu Dhabi and the rest of the UAE. We can also hold your goods in warehousing and storage in Dubai until you are ready to ship. That helps when you are buying from several suppliers and want everything to travel to Constanta in one container.

Can you ship machinery and heavy equipment to Romania?

Yes. We move project cargo to Romania as well. Big, heavy items go in open top or flat rack containers, or loose on the ship. Galati handles bulk and industrial cargo that does not suit a container terminal. Send us the size and weight and we will work out the best way to move it.

I am moving to Romania. Do I get relief on my belongings?

You may. Romanian customs allow duty relief on qualifying personal property when you transfer residence from outside the EU. The usual conditions are at least twelve continuous months of previous residence outside the EU customs territory, and at least six months of prior possession and use of the goods. Tell us your situation and we will explain what to expect.
