The Iraqi Customs Authority sits under the Ministry of Finance and governs federal Iraq. The Kurdistan Regional Government operates its own customs administration at Erbil, Sulaymaniyah and its land borders.

Reporting on how far the two have been harmonised varies, and it has been changing.

The procedures are broadly similar. The controlled product lists and the fees are not necessarily identical.

How it goes wrong

A shipper gets a certificate, ships, and then finds the consignee clears through a different administration than assumed.

Or cargo lands at Umm Qasr for a buyer in Erbil, which means clearing federally and then moving north, and depending on the arrangements at the time that may involve a second set of formalities.

What it means for routing

For a buyer in Erbil or Sulaymaniyah, flying directly into the region avoids the southern gateway altogether. For Baghdad or Basra, the southern sea route is natural.

The destination should drive the routing, not the other way round.

What to tell us at enquiry

  • Your buyer's exact city, not "Iraq"
  • Whether they clear through federal customs or the Kurdistan Region
  • Your HS codes, so we can check conformity scope for the right programme
  • Whether a certificate is already held, and which programme issued it

Answer those four and the rest plans itself. Leave them vague and the certificate you buy may be the wrong one.

After Umm Qasr. Basra is close. Baghdad is a long drive north. Erbil and Mosul are longer still. For northern destinations, compare against flying into the Kurdistan Region directly.

Why it matters commercially. A buyer in Erbil receiving by sea faces clearance at Umm Qasr and then a very long road movement. Flying into Erbil replaces both with a short journey. For urgent or higher-value goods that comparison often favours air by more than the freight difference suggests.

Chargeable weight. Airlines charge for weight or space, whichever is bigger. Space becomes a weight figure: length × width × height in cm ÷ 6000.
