Kuwaiti Customs wants to see the TIR. But the TIR is built on the TER, so you cannot get one without the other.

A shipper who applies for a TIR two days before sailing with no TER in place will miss the vessel.

What is covered

Electrical goods, electronics, toys, building materials, personal protective equipment, household appliances and more. Scope is defined by product category and HS code, which is why we check your code before booking rather than after.

Where it happens

At origin, before shipment. A PAI-approved inspection body performs the check in the country of supply. For cargo leaving Dubai, that means the physical inspection happens while the goods are still accessible in the UAE.

Once the container is sealed and gone, that opportunity has passed. Kuwaiti Customs will not release regulated goods without a valid TIR, and your cargo sits at Shuwaikh while storage accrues.

Plan the inspection and the sailing together. If you book freight first and think about certification afterwards, you have already lost time.

Kuwait and the UAE do not share a border. Any truck from Dubai crosses Saudi Arabia to get there.

That is not a detail. Cargo moving through Saudi territory is subject to Saudi transit procedures as well as Kuwaiti import procedures. Two customs authorities, two sets of paperwork, two borders.

Why this changes the road versus sea decision. On the Saudi lane, road wins because the countries share a border. That logic does not carry over here.

For most general cargo, sea is the simpler answer.

When road still makes sense. Full truckloads to a single delivery point. Cargo that does not suit a container. Cases where door-to-door without port handling is worth the extra complexity. It is a real option, just not a default because the map looks close.

Air cargo from Dubai to Kuwait

Kuwait International Airport is the country's single air gateway and sits close to Kuwait City.

Flights leave DXB and DWC.

Chargeable weight. Airlines charge for weight or space, whichever is bigger. Space becomes a weight figure: length × width × height in cm ÷ 6000.

KUCAS still applies. Flying does not exempt your goods. If the product is regulated, the documents must still be in place before the cargo moves.

Six cartons, each 60 × 40 × 50 cm and 18 kg.

  • Volume weight: (60 × 40 × 50) ÷ 6000 = 20 kg
  • Real weight: 18 kg
  • You pay on 20 kg per carton
  • Total: 120 kg, not 108 kg

That is 11% more, caused only by box shape.

Car shipping from Dubai to Kuwait

Check eligibility before you buy. Kuwait applies conditions on vehicle age and specification, and a car that does not qualify cannot be fixed on arrival.

Cars travel in containers or on RoRo to Shuwaikh or Shuaiba. Containers protect better. Road transport on a transporter is possible but involves the Saudi crossing.

The vehicle must be clean, empty of personal items, with papers matching the chassis number. UAE export formalities must be complete before shipping.
